How
is the Business Improvement Area managed and funded?
Moncton's BIA boundaries are as
follows:
East of Vaughan
Harvey; south of Park Street (Vaughan Harvey to High Street);
south of Dufferin (High to Archibald); south of Austin (Robinson to
Church) ; east of the railway line, north to Mountain Road, west of
Botsford Street; north of St. George (adjacent non residential
properties) to west of King Street; south of Harper Lane; west of
Hall's Creek to the Petitcodiac River.
A corporate body (Downtown Moncton Centre-ville Inc. - DMCI) is
established to manage the affairs of the BIA. The Board of
Directors of DMCI is elected at its Annual General Meeting (AGM).
All property owners and tenants operating within the BIA - subject
to pay a levy - are eligible to vote at the AGM. They can make
nominations to the Board and serve as a Board member. A budget is
presented to the membership during a Fall Business Meeting,
outlining the funds required to implement an annual work plan. Upon
approval, the budget is brought to the City of Moncton for approval
and the City then requests the Province of New Brunswick to add the
levy rate to the taxes of the non-residential properties within the
BIA. The Province transfers to DMCI all funds collected in the
current year that the tax bill is issued. Any outstanding BIA
levies or penalties as of December 31st are transferred to DMCI and
it is then DMCI's responsibility to collect these arrears.
